The Fifth Plenary Session of the 20th Central Committee of the Communist Party of China was held in Beijing from 26 to 29 October. The meeting heard and discussed Xi Jinping’s work report submitted by the Political Bureau of the CPC Central Committee, and reviewed and adopted the “Decisions of the CPC Central Committee on Several Major Issues on Constantly Promoting the Comprehensive and Strict Governance of the Party.”

According to the full text of the “Decision” published by Xinhua News Agency, it contains more than 17,000 words. It is also the fourth “decision” passed by the Plenary Session of the Central Committee since the 18th National Congress of the Communist Party of China in 2012. The previous three were: “Decisions on Several Key Issues Regarding Comprehensively Deepening Reforms” adopted by the Third Plenary Session of the 18th CPC Central Committee in 2013, “Decisions on Several Key Issues Regarding Comprehensively Promoting the Governance of the Country by Law” adopted by the Fourth Plenary Session of the 18th CPC Central Committee in 2014, and “On Upholding and Reforming the Socialist System with Chinese Characteristics and Furthering the Modernization of the National Governance System and Governance Capacity” “Decisions on Several Major Issues Related to the Enhancement” was adopted by the Fourth Plenary Session of the 19th CPC Central Committee in 2019.

The “Decisions” adopted by the Fifth Plenary Session of the Central Committee of the Communist Party of China are divided into three parts, in addition to the opening and closing remarks. The first part is a general introduction, which elaborates on the importance, urgency, and overall requirements of continuously pursuing comprehensive and strict governance of the Party. It has five aspects, including: reviewing the strength of the CCP’s party building over the past 100 years, summarizing the “great achievements” of the party’s comprehensive and strict governance since the 18th National Congress of the Communist Party of China.

The second part contains lengthy explanations such as “strengthening the party spirit of communists”, “strictly implementing democratic centralism”, “building a team of high-quality cadres worthy of the important task of national rejuvenation”, “building a rigid organizational system that is connected from top to bottom and has strong implementation”.

The third part involves improving the Party and state supervision system and implementing political responsibilities for comprehensive and strict governance of the Party.

When Xi Jinping reported on the Plenary Session, he said that in January this year, the Central Committee of the Communist Party of China established a document drafting group for the Fifth Plenary Session of the 20th CPC Central Committee, of which he was the group leader, and Wang Huning, Cai Qi and Li Xi were the deputy group leaders. During the drafting of the “Decision”, the Standing Committee of the Political Bureau of the CPC Central Committee held three meetings and the Political Bureau of the CPC Central Committee held two meetings to review and revise the draft of the “Decision”, which was submitted to this Plenary Session for review.

The day after the Fifth Plenary Session of the CPC Central Committee, Zhang Fuhai, Deputy Secretary of the Central Discipline Inspection Commission and Deputy Director of the State Supervisory Commission, revealed at a press conference held by the CPC Central Committee that since the 18th National Congress of the Communist Party of China in 2012, China’s national discipline inspection and supervision agencies have punished a total of 7.922 million people, including 963 “cadres under central management”.

Zhang Fuhai said that the anti-corruption struggle “has won huge victories and been comprehensively consolidated”, but “the situation of the anti-corruption struggle is still serious and complex” and the task of eliminating the soil and conditions giving rise to corruption is still difficult and difficult, and the high-pressure situation of punishing corruption will remain in the future.

Some analysts say that through this “decision”, Xi Jinping is trying to systematically confirm the anti-corruption line he has taken for more than ten years since the 18th National Congress in the name of the Central Committee of the Communist Party of China. This will further strengthen the entire Party’s obedience to his personal authority and political line, paving the way for the 21st Congress of the Communist Party of China next year.

The “decision” ultimately requires China’s entire Party to “further unite around the Party Central Committee with Comrade Xi Jinping and fully implement Xi Jinping’s Thought on Socialism with Chinese Characteristics for the New Era.”
