Taiwanese books suspected of providing AI training platform sent to United States, legislators urge government to protect rights

American AI companies purchase large quantities of paper books as training materials and may also include Taiwanese publications.Kuomintang Legislator Ge Rujun pointed out at the Legislative Yuan Education and Culture Committee on the 4th that Panama plans to continue purchasing paper books around the world, including Taiwan, and the Ministry of Culture needs to control the flow, assist the publishing industry in the protection of copyright, and establish a domestic AI training materials authorization channel.

GE Rujun said the Panama Project, launched in 2024, is a large-scale secret plan to buy physical books and digitize them. The buyer purchases the books and then destroys them, scans them, and then destroys the paper copies to create a model training database. This can cause serious damage to copyright. Relevant materials have gradually been exposed due to copyright lawsuits filed by foreign authors, and they also include Taiwanese books. Does Taiwan have any controls and additional measures?

Li Jinghui, parliamentary undersecretary of the Ministry of Culture, said she would continue to pay attention to the US lawsuit and take appropriate measures to protect the publishing industry. Culture Minister Li Yuan said domestic copyright laws have strict rules. We will continue to understand this phenomenon and help the author fight for overseas rights when necessary.
